What has actually occurred on occasions of strangers having been found in the Forts at Singapore, is as follows.
On the 8th March 1887, about 3:45 P.M., a sailor belonging to a Russian man-of-war then in the roads, was found in Fort Palmer. As soon as he got into the Fort, the Benghalese men at work there saw him and went towards him, and sent for the Sergeant in charge of the works. The stranger ran away, but the overseer caught him and handed him over to the European police who took charge.
Before he was arrested, he tore up some papers, the burnt pieces of which appeared to be part of a private letter. He was brought before a magistrate on the 9th March and was fined $5 for criminal trespass. He stated he was a steward on board...
